Workshop Description: The Fostering Connections to Success and Increasing Adoptions Act of 2008 became Public Law 110-351 on October 7, 2008. Experts have hailed it as the most significant reform to child welfare policy in more than ten years. Policy changes occurred in six key areas: 1) support for kinship care and family connections, 2) support for older youth, 3) coordinated health services, 4) improved educational stability and opportunities, 5) incentives and assistance for adoption, and 6) direct access to federal resources for Indian Tribes.
Topics covered will include: Legal Implications of Guardianship; OCS Policy Development, Rulemaking and Legislative Changes; Educational Stability; Sibling Placement; Diligent Efforts; Parent Locator Services; Licensing Standards for Relatives; Healthcare Oversight and Coordination Plan; Youth Transition Planning; Native American Issues and the Federal Adoption Tax Credit. There will also be an extensive panel discussion by experts in the child welfare field. This is an extremely important topic that anyone involved with child welfare issues and foster care should attend.
