A Framework for Implementing Systems Change in Child Welfare: A Practice Brief

This resource provides an overview of the Western and Pacific Child Welfare Implementation Center’s (WPIC) framework for achieving sustainable systems change, which emerged from and has been demonstrated through WPIC’s child welfare implementation projects. The five key elements that make up the framework inform State, county or Tribal child welfare leaders and related stakeholders of critical considerations as they embark on significant systems, practice or program change. Illustrative examples from WPIC’s implementation projects are described throughout the brief.
