All Children – All Families and the child welfare leaders participating in the program are driving the field forward to reshape the delivery of services to LGBTQ+ youth and families.
Since 2007, the Human Rights Campaign Foundation’s All Children – All Families (ACAF) Program has been the leading resource for child welfare agencies seeking training, technical assistance, and model policies for improving practice with LGBTQ+ youth and families in adoption and foster care.
In 2019, 71 agencies across 23 states were featured in ACAF’s first edition of this report.
Just five years later, a record-breaking 172 child welfare agencies employing over 30,500 professionals and serving more than 1.4 million children, youth, and families annually in 43 states implemented LGBTQ+ inclusive policies and affirming practices.
