Family First Prevention Services Act: Implementing the Provisions that Support Kinship Families

The Family First Prevention Services Act (Family First Act) makes historic reforms to the child
welfare system to better support children, families, and kinship caregivers, and promote a kin-first
culture. Many of the reforms have significant implications for connecting children to kinship caregivers
and further promoting permanency through kin guardianships. In keeping with previous laws,
including the Fostering Connections to Success and Increasing Adoptions Act of 2008, the Family First
Act emphasizes the vital importance of kinship caregivers to child well-being.
