State of Louisiana 2023 Annual Progress and Service Report

This report provides the 2023 Annual Progress and Services Report (APSR) for Louisiana that outlines the Louisiana Department of Children and Family Services’ (DCFS’) plan for child welfare and provides updates on the 2020-2024 Child and Family Services Plan (CFSP) implementation. It begins with a review of the workgroups and partnerships with public agencies and private non-profit organizations, the mission, values, and vision of the DCFS, and the administrative structure of DCFS programs. Section 2 provides an assessment of current performance in improving outcomes and information on systemic factors. Section 3 presents the plan for enacting the State’s vision and discusses goals, objectives, and overall strategy for improvement, and CFSR Program Improvement Plan goals, and provides an update on the assessment of outcomes/plans for improvement, measures of progress, staff training and technical assistance, and implementation supports. Section 4 reviews services provided on the child and family services continuum, including services that relate to the Stephanie Tubbs Jones Child Welfare Services Program Title IV-B, Subpart 1, the Marylee Allen Promoting Safe and Stable Families Title IV-B, Subpart II, monthly caseworker visits, additional services, and Family First Prevention Services Act Transition Grants and Family First Transition Act Funding Certainty Grants. Section 5 reviews efforts for consultation and coordination between States and Tribes. Section 6 reviews the John H. Chafee Foster Care Program for Successful Transition to Adulthood and collaboration with Tribes. Section 7 provides updates on targeted plans within the 2020-2024 CFSP including the Foster Adoptive Parent Diligent Recruitment Plan, Health Care Oversight and Coordination Plan, Disaster Plan, Training Plan, and the Child Abuse and Prevention Treatment Act (CAPTA) State Plan. The final section reviews the COVID-19 pandemic State response.
